rocker arm bolt question

Had a head gasket blow on my daughters 96 Cavalier and decided I would try and tackle the job. 2.2l OHV engine.
Took some time to get it all torn apart but I got it disassembled and believe I know what I am doing... :o)

But I am not sure how to torque the rocker arm bolts back on when I start to re-assemble.
I mean they thread onto the head and then the rocker arm goes on and I torque the nut onto the top of that bolt?

So are there two torque setting I would be looking at? 1. To secure them to the head and another once the rocker arm is in place?
Edit: Looks like it may all be right in front of me - 22 lbs for Rocker arm nuts/bolts per the Haynes manual...

So since I've already posted "why is it important to put the push rods and rocker arms back in the same location they came out of"?

Glad you found your specs.

The pushrods and rocker arms develop wear patterns at the contact points and become a "matched" set. Also, some engines use different length pushrods for the intake and exhaust valves.
