Tyre issues Ford focus

I have Ford Focus 1.8 Ghia 2000, My driving is mostly City only with around 5000 miles a year.

I have problem with Front Tyres inner tread wear, I have to replace them within two years as inner side wore out but outer edges have good thread depth.I check my inflation regularly and get tracking done every year. Didn't got much from mechanic. Could anyone suggest what could I do as my car is otherwise in good condition.

Recently Noticed in MOT, Again both front tyres seem to wear from inside, and my offside read tyre has 4mm thread depth. what are my options

Should I move both front tyres to rear and replace the offiside tyre with new?
Or any better way to manage these?
