'98 Front hub torque specs?

I am at the point of putting my new hub assembly on and have run into a conflict of torque specifications. The four bolts that hold the hub onto the knuckle have a spec of 52 ft/lbs in both Haynes and Chiltons, but I've been told to use 96 ft/lbs as standard. Was this figure changed to 96 ft/lbs in a TSB? The earliest I can find 96 Ft/lbs used, is in the year 2000.
