Turn the ignition switch to the RUN position, don't start the engine: Without removing the fuses, check both terminals of all fuses in both fuse panels with a volt meter or test light. Post your results.

the cig lighter fuse 15 amp in the instrument panel fuse box feeds the dlc
double ck that one

termnal 16 on the dlc is batt voltage thats the bottom right one orange wire. ck for power at the wire itself behind the connector if fuse is good and report back

Exactly. In the DLC, the orange wire in pin #16 should show battery voltage at all times. Comes from instrument panel fuse block, 15 amp fuse in position #2.

 I use the old one finger hunt & peck method.
