Windshield Wipers

I have a 92 plymouth acclaim and theres a problem with the windshield wipers. They work fine if i turn them on but when i turn them off instead of stopping at the base of the windshield like normal, they stop half way so they are across my windshield. I heard from a friend that the problem could be some sort of curcuit that controls where the windshield wipers stop. I was wondering if anyone could help me out here, is that the problem and if so where could I find/search for a new part and how would I go about installing the new part.

I'm having this problem too though it stops further down than halfway.. just high enough to be annoying.. Usually squirting the juice brings them back down
