temperture gauage

I have a 1995 chevy caprice 5.7. I started to have problems with my cluster. So i removed it and fixed the problem, and then another one occured. When i put it back in the tempture gauge was not working. When i turn of the car it reads a temp not sure why it does that. I would like to install a after market gauge. What would be the best place to install on the engine block.

does the guage when the engine is running read the correct temp?

why are you concerned about the guage position when the engine is off ?
