cats jammed up?

I have a 2003 dodge stratus se 6 cylinder 2.7 liter I believe in neutral it will not pass 4000 rpm sputtering almost like a rev limiter when I drive it I have no issues whatsoever it doesn't matter what gear it drives fine it does have an exhaust leak that seems to get louder and quieter whenever it wants anyone have any ideas what's wrong brian

Cooldog, check engine light on? Does your car have a fuel filter and have you changed it lately? Do you ever run a fuel system cleaner in it? It could possibly a clogged cat as well.
