Need advice/explination

Hi, I'm a new car owner and not mechanically inclined. hoping somebody can give me a bit of guidance
Last year i bought a 2005 lancer raliart. 19th 150,000km on it. now i have over 200,000km

I recently took into the dealship to inspect and repair my vehicle so that it would be "reliable" i had the folowing work done:
- Replaced Timimg belt
- complete engine diagnostics
- balancing wheels, and rotating tires ( somethign i had never done)
- replaces all the fuilds and go over the entire vehicle to inspect basicaly everything.
Some other parts were replaced i forget.

I spend about 3500 $ after it was over. and i was told my vehicle was in good shape now safe to drive and i should only have to do regular oil changes for a while. ( 7 months)

Right after all this work was done my steering wheel started vibrating at highway speeds. ( 110 + km/hr)
and I'm hearing new sounds. like an oscillating or ticking sound that increases as my speed does as well.

could this be because the treed on my tires are uneven because i never rotated the tires ? causing them to be inbaleced and hence vibrating my steering wheel and creating new sounds ??
advice welcome.
