1999 2.2L emissions

Hello there. Okay so the problem has been going on from jan last year and its starting to get annoying.the check engin light is on and The computer says its the problem is in the emissions. The fan is always on, the car will hesitate when you release the gas peddle and then put it on agien. I was going across to alberta last year so I tried to clear the code and it wouldn't clear, then three days after that the car ran fine. I made it to alberta and it started agien. When you stomp on the gas the car will sound like it wants to stall but won't. I don't know if this is related but at 80 km the car starts to vibrate, and if you give it more gas the vibration stops. Hopfully someone will have a idea cause I ran out. Thanks for lookin
