Montana theftlock

I just put a used radio in my 2001 montana and its stuck on the theftlock. Its the RDS style the records your VIN number. Is it just a matter of taking it to a dealer to get it unlocked?

Yeah, it takes a Tech II scan tool to "setup" the radio....
