It is a panther line car from the Ford group. Ford Crown Victoria, Mercury Marauder, Mercury Grande Marquis, Lincoln Town car...
From the looks of the pic, you're looking at a Marauder; which is basically the hot version of the lot.

These are altered chips installed in the ECU which will boost the engine performance simply by messing with the tuning... Stock ECUs are done by the manufacturers to take into consideration smog controls, etc.. which inturn does reduce the actual performance of the engine.
