No leaks and only 5 psi.... why?

Ok so the title is a bit missleading because i have yet to do a boost test but i do know ALL of the hoses have been replaced and checked well. Is there any factors other than a leak that would cause low boost? there is no boost controller. THANKS

How do you have no boost controller? Wastegates opening up would cause low boost.

blown turbo will cause low boost, popped off hose as well.

Did you by chance do a vac reduction? If you did and got rid of that mess of crap on the firewall, your only running wastegate presure (~6psi).
