98 4runner fuel problem

my 4Runner died in the road yesterday. It has fire but lacking fuel to run. I took line off of fuel filter and have no flow with the key on, I do have flow and pressure when I turn key to start. Should the fuel pump run with just key on. Does it need to be running to keep fuel pump on. It tries to start but is starving for fuel. Any suggestions, Thanks.

Re: 98 4runner fuel problem

Measure the fuel pressure at the fuel rail at the front of the engine. Should be 38 - 44 psi
If pressure is low, check the fuel hoses, fuel hose connections, fuel filter, fuel pressure regulator and VSV for fuel pressure control.

Download the repair manual here.
