Cruise control inop

Just picked up a 1999 Dodge Ram 1500 van. The cruise control doesn't work. When I turn it on the light comes on in the dash but the other buttons do nothing. Any ideas as to what might be the problem?

Fuse, vacuum leak, throttle/vacuum servo.
