ac recharge

Hello all. I have a small problem with my e150 van ac. I was trying to charge my ac in the van. Its a 92 for e150 with a windsor 351. Van was converted by the previous owner! Im guess they did it right because the fittings are switched. Ill start from the begining..

When I got the van the compressor was frozen so i went to the yard and got a used one!! I charged the low side with my gauge set. The clutch connector was jumped so i could suck in the 134!!I was told that the low pressure side should suck it in and the clutch should cycle. Problem is it isn't taking the charge! I have 40 psi on the low side and under 30psi on the high side!! Basically my compressor isnt cycling!!!I checked the fuse and it was good in the van!!The fuse was 15!!I was wondering if I was jumping the right connector. Am I supposed to jump the connector on the compressor clutch or am I supposed to jump a different connector!! Any help would be good!!!
Ps.. I had the system evacuated by a robin air machine so it was a true vaccum!!!

you opened the system so you should vacume the system to get all air and moister out then re charge you could have moister is the system and it freezing on the orfice tube
