Can the steering wheel adjustment be stopped?

While searching for an LS400, I ran into several whose steering wheels were stuck in a certain place due to the failure of the adjustment mechanism. Is there anyway to turn this feature off? I would be happy with the steering wheel staying put. In addition, if I ever need to sell it, I won't have to report that this feature is broken.

Also, if it does break, what would it cost to repair?
