Unhappy noisy brakes

hello to all. need some advice on a 98 grand marquis.
I need to pull my front brake rotors so as to turn them, however there is some type of rotor retaining device on them installed by the manufacturer. To me, It looks like an oversized rivit.
Is it a simple case of drilling this thing out or is there more to it?
On other cars i've seen retaining devices that look like star washers, but this is not the case here. any inputs anyone??

also, these brakes are very noisy. I have relaced the shoes to no avail.
Used antisquel compound on them,, no luck. Replaced all the brake hardware i can, boots, greased the sliders, etc. no luck.
any help would be appreciated.

Technically those rotors should just come off. They normally have star retainers. If its missing, then do not worry about them. Leave the big rivet alone. Using a rubber mallet hit the rotors so as to dislodge them from the hub. If they do not come off easy, spray penetrating fluid around the wheel studs and behind the rotors. Let it soak, then try hitting them again. They are just seized on the hub. Might be cheaper to replace rotors. Price them out. Good Luck.

IIRC, when I put 98 rotors on my 92, there were 3 rivits holding the rotor to the hub.

This is just to simplify assembly at the plant.

Grind out those rivits and your rotors should pop off. Your hub is held on by one BIG nut, not 3 little rivits.
