How do you program a new key fob?

On my HHR, I absolutly know you can do it without a scanner, I've done one before, but I can't remember how. Does anyone know how to program a key fod on a HHR?

The service manual says step one is to install a scan tool- and offers no other method....I just read it...Good luck
