Parking Brake problem

My teenager that blasts the radio couldn't hear it, but when I drove the Pontiac the other day a grinding noise was noticeable from the right rear brake during braking. Upon inspection the pads had worn out and the rotor was damaged and the parking brake cable is broken off at the caliper. It appears that the caliper is stuck in "parking" mode since the return spring is on the other side of the brake cable. Is there a way to disable or back off the parking brake with a broken cable or do I have to replace the cable?

The caliper is out so far now that I can't even get it back on with the old pads.

Opps sorry. It's a 1996 Grand Prix just a couple of weeks short of a quarter million miles. Four wheel disk brakes.

What if you try to rotate the piece where the spring number 8 in the diagram sits on top of, I'm sorry that I can't say anything better but just looking at the diagram doesn't seems to help much. You could take off the other opposite wheel and look at it while you apply and release the parking brake, after looking that and looking at the diagram you might get an idea of what needs to be moved in order to release the brake?.
