steering issues 96 deville

i am having a problem with the steering on the deville. new to this car and i am leaning towards the bearing or the switch being out. it got very hard to steer last night when driving home. when i checked the fluid it was full. the bearing is squealing. pulley is spinning freely. seems like the bearing is spinning slow. i dont want to buy a whole lot of unnecessary parts as i dont have that much money to spend. any help is greatly appreciated.

What " bearing" is spinning slow, not clear what you mean here.
