Similar problem I am having. I think they are accessed by pulling the headlight assembly. I haven't checked mine yet to see.

Re: 1993 Plymouth grand voyager headlight adjustment screws

The adjustment screws are located in holes in the crossmember right above the headlights. You will need a 3mm hex socket in order to adjust these. These are not regular Phillips or flathead screws. When I tried to adjust the headlights on my voyager both adjusters on both headlights were seized in place! If you try to turn the adjusters and they will not turn, then you probably have the same problem. In order to fix this you will have to remove the headlight assembly. After it is removed you will have easy access to to the adjusters and should be able to free them up by spraying some WD40 or some type of oil on the threads of the adjusters and slowly turn the adjustment screws back and forth until they move freely. Then you can reinstall the headlight assembly and properly adjust them. I will try and send a picture of their location from my service manual. If you have any other questions let me know.
