selection problem with heater

My 1995 gc won't completly switch to defrost or panel. With the switch on defrost it is mostly floor and some defrost. With the selector on panel it is mostly floor and only a little coming out of the panel. When i have it on floor it is all floor. The selector rod is moving all the way from what I can tell. Feet are sweating with ice on my windshield!!! Any ideas??
