Question 2001 Regl headlight adjustment

The drivers side headlight seems to be far lower that the passenger side. I understand that a proper adjustment would have the drivers side a little lower than the pass. side but the main pool of light seems to be very low even after I tried to adjust it a bit higher. I adjusted the bubble so it was in just about the same part of the scale as the pass. side but it still seems low.

Can anyone tell me where the bubbles for both elevation and the side adjustment should be? Thanks.

The bubbles are behind the little clear opening on top of the headlight assembly. If you can't see them, adjust the light around until you can. However, the bubbles are great but only if the car is sitting on a perfectly level surface. If they are used on a surface that isn't level, obviously the lights will be incorrectly aimed.
