Accelerator Cable or is it a Passing Cable ??

I have a 89 Grand Marquis 5.0. Here is my problem:

When driving, I go and step on the gas pedal and instead of the car kicking into gear, the tranny whines. I have to take my foot off of the pedal, then step back on it to get it to stop whining.

I took it to the garage and they charged me $100 to 'fix it'. Well, less than a week later, it started doing the same thing. I had someone else look at it and come to find out, the garages 'fix' turned out to be that they tried to glue this black plastic piece that looks like it has a rivet of some sorts back on.

Does anyone know the correct name for this cable ?? Is it an Accelerator or is it a Passing Cable ?? Or is it another name ??

It seems to branch off of the gas pedal line.

I found out after a search of what it actually is.

The Throttle Valve grommet.
