91 tempo heater blower not working

the blower is not workin on my 91 tempo. checked the resistor and the blower they are fine. tryed to get the control panel out started workin just fine. week later quit working again fixed one vacuum leak under hood but still hear leak behind control unit. any suggestions?would the unit leak or do u think it might be a line leaking
