95' Wagon electrical problems

Hello I am having problems trouble shooting a short on my girlfriends 95' Taurus wagon. It is in the first fuse circuit which includes the blinkers, brake lights and speed control. I have checked the circuits going back to the brakes and I don't want to sound dumb but what exactly is the speed control? maybe I'm not understanding by the wording. Also some background information. i recently had to replace some vacuum hoses on the vehicle and then this problem appeared the next day after driving home from my friends garage.

The "speed control" is the same as the cruise control. Does the fuse blow immediately when installed, or only after stepping on the brake pedal, turning on a turn signal, etc.? Do the parking lights work fine? Were all the vacuum hoses you replaced under the hood, or did you mess with some of the hoses for the climate control under the dash as well?
