diesel problems

We have a 1985 F350 with 6.9 diesel, manual trans, Holmes 480 wrecker unit. The deal is that it's hard to start. All new glow plugs and controler. The symptoms are, turn on the and wait for the glow plug light to cycle. engine starts in seconds. after running about 5 seconds, it shuts off. Then I have to crank 20-30 sectons to get it to fire. When if fires the 2nd time it surges and runs rough. after a minute or so, the engine performs and runs fine. I pulled the fuel filter and its full to the top. what can I do to fix this"
