2000 impala 3.4eng code P0405

hello new to this site like to say hello. my problem is the egr. the manuel says you can check the voltage at the plug of the egr. i did but the pin that should have 12volts only has 1volt but the pin that should have 5volts does. could this be the problem our is the egr shot ?

P0405 - indicates a problem with the EGR system.
Suspect-
EGR Valve
Cleaning EGR valve + EGR gase passages.
Check connections going to the EGR valve.
