Need Help~

hi guys... i don't post here often in this fourm...(mostly in car modelling)
but anyways...to the point...
below is a picture which i am using for an example... notice the texture of the pic itself.. the white horizontal line that can be seen thru out...
how do u do it???
I am using Photoshop 7.0 and i can't seem to fine a filter to do it?? o yeah... i don't use Paintshop Pro... just asking if it can be done with only Photoshop?

and it doesnt matter if the lines if its a bit thicker

here ........




make a new document that is 1 pixel width X 2 pixel height(or keep the same 2:1 ratio aspect relation)
fill the half (1 pixel) with the color of your choice
select all and go Edit define pattern
on the pic of your choice create a new layer on top
go Edit Fill >>use pattern
use the opacity or layer effects to let the lines be see thru
