2005 Grand Am GT security problem?

I am working on a 2005 grand-am with the passlock security system. first the fuel pump went out so i changed it. the pump is working fine now. after the pump change the car wouldnt even turn over to engage the starter. so i removed the starter had it tested and it was locked up. so i replaced it. the car still does not start.
When i turn the key over it makes a single beep noise then nothing. not a ticking noise like the battery would do if it were dead but a beep.
ive checked all the fuses and relays and still nothing any suggestions?
This is a friends car i am working on as a favor i really do not want to take it to a shop any ideas at all would be appreciated.
Has to be a security problem i presume.

It could be a theif deterant thing. Is the security light blinking? if so you are in lockout: put key to run, wait about 10 minutes until the light get steady on, turn to off, wait 5 seconds, then start the car.

The electrical path is:
Battery -> underhood fuse: ignition 1: 40A -> ignition switch -> underhood fuse: crank fuse: 10A -> PCM

PCM -> underhood fuseblock: starter relay (ground side)

Ignition switch (yes, second wires!) -> left fusebox: PCM ACC Fuse: 10A -> park/neutral switch (on transmission) -> starter relay (12V side)

I have tried the security reset several times. in the way you stated. to no avail but the light does not blink it simply stays on, which makes me think there is a faulty relay or something ,if that makes since. what would i need to do with the eletrical paths you suggested

check the multiple fuses, if all fine, locate the starting relay, see if there is another relay that look the same, swap them.

if you have a test light you can check if the coil get power when someone try to start

of course, be sure that the battery is full enought! if the voltage is bellow about 12.3V or so it probably won't start well, if at all
