2003 forester p1518 code

I have a 2003 forester xs 2.5L will start always gut runs 10 seconds and died intermittently and has popped trouble code p1518 related to start issues. Starter is funcution 110 percent. Anyone come across these symptoms. Thanks in advance.

The runners under the intake where it bolts to the head stick. Have em checked out, i'm pretty sure they usually need to be replaced.
