Replace the distributor cap and rotor. Use AC Delco parts and put a dab of silicone dielectric grease on each terminal, (inside and out) of the distributor cap. If you still have trouble starting, replace the spark plug wires. Autolite professional series plug wires have better specs than the AC Delco wires at about 1/2 the cost. Spark plugs are good for 100,000 miles. If you need plugs, use AC Delco #41-993 with a gap of .060" The 4.3 engine is very fussy when it comes to ignition parts, don't waste your time or money on aftermarket stuff.
What's with the fuel pressure regulator? Fuel pressure regulators used on this system are just about bulletproof and rarely fail. Checking the fuel pressure and leakdown rate will tell if there's a problem.... only takes about 10 minutes to check it, and a $20 tester.
