No horn with remote lock function

to get more exposure since I haven't had any responses so far and was hoping I had a greater chance at finding someone here to solve this.

tripletdaddy , Your vehicle is a Ford so I don't know if what I'm about to say would apply ? On GM vehicles , many of the cars functions ( such as the beeping horn function ) are set through the electronic radio . You have a menu of various options that can be set ( or changed ) through the radio . I'd look at your owners manual to see if your Windstar is this way ? If not , the manual should have the info on your question , Hope this helps ? Good luck !
