1999 Dodge Neon P0122 AND P0123

I'm helping a friend with their 1999 Dodge Neon that has a service engine soon light on. We went to AutoZone and had the codes read, they said it shows a P0122 and a P0123. Looking up those codes one is for a low voltage and the other for a high voltage.

Test driving the car it seems fine, no surges and no stalling.

We removed the throttle body and checked voltage between the center and ground terminals at the TPS and came up with .7v at idle and 3.8 at WOT.

Whats your thoughts???
