Unhappy Key stuck in ignition--1999 6.8L v10

My key is stuck in the ignition. I can start the van and drive it but it won't turn off and I need to kill it to stop it. I've unhooked the battery to keep it from draining and this morning when I hooked my battery up again the left turn signal flashed no matter what position the signal arm was in. Is this a shift interlock system problem? I've checked the actuator fuse and it is intact. The van also does not seem to go into Park. The needle hangs on the right side of the P but I can continue to shift gears and it does not lock the steering wheel. Any suggestions as to the problem or a possible solution?

I think its the lock cylinder while parts stores sell them dealer parts are better. Use a manual as instructions on how to do the job.
