1994 tailgate hinge threads broke off? how repair?

The screw that that goes into the the body holding the hinge up came out and looks like the threads broke off. looking at the other side it looks like there was/is something mounted there? anyway I am not a body or metal person. Can someone tell me how to fix this?

Thanks
