Inside car hood latch

I can not open my hood in my 91 park ave. All the latch does is lifts up but the latch does not release the hood. Does anybody know how to fix this?

Bang the hood repeatedly at the front around the middle near the emblem while someone holds the latch up. If the cable is really broken this doesnt work... I think it would be difficult to fix if the cable is broken.

This happened to me on my 92 park ave, so I decided to cut the latch off and put hood pins in, it looks pretty sweet.
