EGR symptoms

89 IROC w/350 idles great when cold, but idle wanders/surges when warm, and warm engine misfires when revved in park. Will a bad EGR valve cause these symptoms?

A stuck EGR will cause idle problems, but mostly create a very noticable problem at low RPM driving (under 2k)
