s10 won't start without gas

I have a 1999 s10 2.2L auto i just bought the truck without it running.I pulled the engine rebuilt it,put it back in.the motor runs great but it won't start without mashing the throttle.You can turn it over forever without the gas and it'll seem like it wants to start but then it'll shut back off.I checked the fuel pressure,and injector resistance.they seem ok theres no check engine light and the truck runs great once it starts.any ideas my buddy had the same problem on his truck as well.it's driving me nuts i've went through everything it seems.I've had several of these trucks but this one has me stumped.

i also forgot to ad the oil pressure when cold its up around 75psi but when it gets hot its around 15-20psi idling and 40-50 crusing depending on the rpms.could this all be from a bad lifter not priming up?thanks again everyone for your input
