2001 Dodge Stratus slow acceleration

I have a 2001 Dodge Stratus 3.0L V6. A belt was replaced on it once, and ever since it's had trouble accelerating. I'll hit the gas and it feels like forever for it to "go". Sometimes it feels like I have to floor it to get it to go, but it still hesitates. It's also ridiculously hard to drive up mountains and hills. Running the AC is also not an option, since it kills the power even more. I've been told it could be a timing issue, is this true, or is something else more likely?
