1993 2.3 ignition problem

I have a 1993 ranger with a 2.3 liter that is only running on 2 cylinders. All plugs and wires are new. On the front coil pack (closest to the radiator) I get spark to all four plugs. On the rear coil pack, I only get spark on the #1 and #3 plug. (counting from front to back) I ran the codes and I got the following code.

224-PCM detected coil 1, 2, 3 or 4 primary circuit failure (dual plug EI)

Both coil packs were replaced, but the problem persists. The ignition module tests fine and I am out of ideas. Thanks guys.
