Are these lights legal?

Are the lights called City Lights legal? They are little bulbs you put inside your headlight housing that illuminate the housing a bright color such as red, blue etc.

As far as I know these are used in Europe in the big cities, where there are so many lights already that you don't need to project a light from the headlights to see in front of you; however you still need the housing lit up so others can see you. I see no reason for these to be illegal, but you never know.

Yeah I was thinking the blue ones would be less of a problem, because so many headlights these days are blue anyway. But the red ones, Im sure would get u pulled over sooner or later.
