Tow hook add on question

I have an 03 Explorer that did not come with front tow hooks, I purchased a set of Ford factory direct fit tow hooks and the mounting hardware. Does anyone have any experience putting these on, do you have to remove the bumper to get that mounting plate in the spot it has to fit in. Thanks for any help.
