Dead Guage Cluster?

Basically my gauge cluster isn't working. All the lights are out, the tachometer, the fuel sensor and the engine temp sensor are all not moving at all. The only lights that do work are my blinks when my cautions are on and my brights light. Everything else is gone. Does anyone have any ideas on how to remedy this problem?

One more thing

I checked all the fuses non of them are blown. The other interesting thing is that the seat belt monitor isn't working. You know, The thing that is really annoying that beebs when someone takes off their belt. I also plugged in my old cluster and it is doing the same thing meaning that the break is somewhere before the cluster. Is it possible that the fuse box itself is bad? Are there only two boxes in the car? The one in the engine bay and the one in the car. Any help would be greatly appreciated.
