potential transmission problem?

I bought a 2000 honda civic with about 94000miles. In very slow traffic, I found at speed 5mph, 20mph and 40mph there will be a strong transmission engage (not smooth at all) if I push the gas pedal very gently. But in normal traffic speed, the speed change is smooth enough if I push the gas pedal normally.

Is that the sign of transmission failure?
