no high beams

I have a 2000 impala with 202000 mi. When I pull back on the dimmer switch to turn on bright lights they don't come on. Still have parking lights and the indicator on the instrument panel comes on but no lights. I replaced the headlight switch because I also had no dash lights and the dimmer switch. I now have dash lights but still no high beams. Checked fuses, relays and bulbs. What else could it be. Please help. My tags are about to expire and it won't pass inspection without high beams in missouri.

with a meter check bulbs,,check for voltage at bulb socket check socket wires connector..
