Exclamation Cap stuck on Racing Hart C5. Help!

I have Racing Hart C5 rims and the cap on it is stuck. You have to remove the cap to remove the wheel. I've tried bringing it to the shop, but after using big vice grips they still won't budge. Anybody have any ideas, or anybody you know can help?
