My 1991 Caprice AC

Okay I have been having an issue with my ac on my 1991 caprice classic. The air blows through all vents and not just the selectes ones. Does anyone have any tips or ideas. All of the vacuum hoses seem to be in place.

Check the:

Vacuum switch - the control on the dashboard for leaks or failure,
Vacuum lines - you'd be surprised at how much ruckus a small leak will create, check underhood too -
Vacuum motors, one might be defective. There is a vacuum motor on each flap that controls airflow through the system.
