Neon A/C problems

Neon 1998, 4 door. A/C would not fire up. Checked the fuses but all are ok.

What can be the issues? Have no clue where to look even for diagnosis.

The AC is cycled by a pressure switch if it is out of refrigerant no pressure won't come on.
