2007 caravan LR wheel stuck (park brake?)

2007 caravan 3.3 rear drums style 63k miles

i used my parking brake today. it released fine. as i drove home i felt no drag but kept smelling like melted plastic. i found the left rear rim was scalding to the touch while the others were just fine.

jack it up and sure enough its sticking, but just barely.
if i engage it again it really locks it down, release it to still be partially stuck.

can someone tell me how to deal with this? i could care less if the brake functions or not i just want it released (no inspections in iowa)

(rarely use the park brake)

Ehh nevermind, i took the little rubber plug out near the cable entrance and adjusted the little gear thing until it stopped grabbing. Problem solved >.<
